This is a discussion about limitations regarding Kaedrin Content (KC). Its my understanding that there was a disagreement regarding how KC was to be implemented on a different server years back which led to restrictions being placed on things. I believe that modifying KC for balance reasons went against the new terms after the fiasco.
I have heard that those terms were possibly being relaxed for said server after an admin contacted Kaedrin. I'm not sure about the exact details, but if this is true, could some of the content be approved on a case by case basis here? Many places will not use KC because of balance concerns. I assume that no modification restrictions are the main reason we do not use KC here.

Plus, it honestly doesn't make sense that one can cast a vocalized spell and be able to do it silently, just because you're "sneaking". No, to me, that requires extra training, which is represented by the "Silent Spell" feat.
I may be in the minority, but I want none of Kaedryn's . What we have on Sigil is much cooler imho. What Sigil could really use from Kaedrin are the caster reserve feats, maybe even on some UMD restricted class items for wizard/sorcerer.

Personally, I would start with small things. Feats strike me as the most reasonable route. I'd like to see practiced invoker for warlocks specifically. I'd move on to any bug fixes that were deemed important. I am unsure of any specifics regarding fixes, but I would not be surprised if there were a few that could be used.
PrCs I would like to see after balance considerations were accounted for would be Dragon Slayer, Hospitaler, Dagerspell Mage, and Storm Singer. Improvements to existing PrCs and classes as well as long as they are not game breaking.

Also, it isn't incredibly useful, but I like spells like invisible needle. Slightly more useful when sneak spell is more forgiving.
A lot of it is just fun stuff to me, but I don't much ponder balance, or care about PvP. In fact, outside of the occasional event, my characters scarcely engage in combat after the grind to 30.

I like also what he did with Elemental cleric domains.

Sneak attack on spells should as per rules only work in cases that meet the criteria of a regular sneak attack and only on spells that require a touch attack roll. The attack must succeed and the spell must deal damage to meet the criteria.
A spellwarp sniper prestige class has the ability to qualify ray attacks and to turn area spells into rays to qualify for sneak attack bonus.
I think it would be easy to use the script functions to check all the instances that qualify for a sneak attack but there is a bit of work on the spell side.
The same probably goes for practiced invoker. NWN2 does not have a function to roll spell resistance for a variable. The only way you can increase your caster level on a spell resistance roll I think is to replace the spell resistance function completely and build it up piece by piece.
I'd like to see some of the variants like the fighter rogue variant but that's probably the easiest 2da edit ever. Just replace the fighter feats with sneak attack.

The issue at the time (and we're talking about 4-5 years ago) was that said server took and publicly released some of Kaedrin's work before he had officially done so for the community at large. The issue Kaedrin had was with modding unauthorised content; I do believe he permits modification of authorised and released content. That rift persisted until a recent change in that server's administration brought about the end of it as conciliation was attempted and granted.
If SCoD is interested in getting any of Kaedrin's work, the easiest thing to do is to contact him and ask; I'd hate to be accused of putting words in his mouth. Anything that has already been publicly released by him is somewhat permissible for the community to take and mod to their specific server needs, I believe, as long as due acknowledgement is given in the server's developer credits.
