Yes. It was intended to be removed a while back, and it seems that it just got shuffled in with the Bazaar revamp. Supposedly it comes and goes.

Considering the general history of Carnival area, it was connected a lot longer time than it used to be. Originally back in 2010-2013 it was available only for 3-10 days at a time, for a duration of a set of events that made it a carnival.

I'm not exactly sure if it's feasible outside of manually adding/removing the transition each time, but couldn't it be made so that every few real life days the Carnival turns up again? I kind of needed the vendor in there as my drug supplier.

Drugs are also sold in Dryed Mug (Under Sigil Village) and Death of Innocense (Niflheim) as far as I remember.

Just to clarify position, I'm relatively indifferent whether it's constantly accessible or not. Mostly just pointing out historical comparisons and current alternatives.
Carnival used to be inaccessible almost always since it was made with the purpose of being something different and "unique" for a duration of, you guessed it, carnivals. It tended to be a single weekend with string of events, and after that it'd be out. So it had unique stores and locations available to produce irregular alternative. But the new version of Carnival area (and it is new version, the old one looked trash and dated) became accessible persistently, but wasn't tied to string of events.
The benefit of it being inaccessible might actually be more excuses to make different carnival events to open it up temporarily here and there. Thus indirectly making more event material for social events. But that might also be me being crazy!

The Carnival has left, yes. It stayed a great deal longer than anticipated!

The carnival is really supposed to be a limited thing, by design.
