Earlier this afternoon, I ran into a woman with blue skin
and pointed ears, who was running stark naked though
the streets of the Clerk's Ward. She apparently evaded
the Harmonium's notice, though something about her
manner reminded me of someone cagestruck, so I had
thought to inform her of the law against public nudity
and ensure that she get some clothes from the Festhall.
Afterward, I warned her that if I saw this behaviour from
her again, and the Harmonium wasn't already involved,
I would bring her to their attention myself.
When I went to the bazaar afterward, I once again met
the aforementioned naked woman, who had apparently
removed the clothing she'd picked out. I took her by the
wrist, intent on bringing her to the attention of a nearby
Harmonium post. However, despite my grip, the perp
disappeared even from the sight of my sense for
invisible entities.
(( In short, the player logged out once the grapple button
was clicked, so I can't really do a lot of anything else on
this. I'm just putting it here because it happened. ))

sheathe them when asked, but I didn't actually see
her do so before she walked away. Again, a lack of
Harmonium interference was noted.

Cyricite man and winged half-fiend sidekick:
attacked and left for dead one Yashila Stormwind,
citing her aid against the fiends of the abyss as
their reason. She had 'stolen their prey,' apparently.
The attack happened just outside the portal on the
Abyss side, but when I arrived on the scene, the
perpetrators were nowhere to be seen. One Ferox,
a druid and close friend of the victim, testified to
seeing these two men leave through the portal into
the Harmonium barracks, and beforehand, I had
witnessed their presence in the area -- assuming
they were simply planeswalking. Ferox was travelling
with myself and Quinn, and I can personally vouch
for both Quinn and Ferox's innocence in this matter.
The victim survived, thanks to my dispelling of the
wall of magick blades atop her body, and channelling
of a scroll bearing the magick of resurrection.
(( OOC Note: Adreer and Daristian Smith were the
guilty parties, and as detailed a description as was
possible would follow. Daristian was unblemished by
visible magick, and his description would be much
more detailed. Adreer, however, was under a lot of
magick at the time that made it hard to determine
what he looked like. It's very likely the Harmonium
members in the barracks would have seen them on
the way out, though not so likely that they would've
had any way of knowing they were guilty of murder. ))

of Elven-style curved swords. These blades
were drawn in the bazaar, right outside the
stall of the ogre Marroweater. They were also
enchanted for combat, to my discerning eye
as a practitioner of the occult. When asked
to sheathe them, he not only blatantly refused,
but had more than a few choice words to say
about our faction, and even made threatening
claims against me, such as 'I killed two of your
men in Mercuria, good luck bringing me in.'
Presumed armed and dangerous.
Again, no Harmonium interference. It's almost
as though they don't care to enforce the law
about peacebinding, or at least sheathing, all
weapons in Sigil.

Another case of weapons bared with no Harmonium
attention, this time in the bazaar. The man pictured
below walked through Khazeet's and into Minerva's
magick shop stall nearby while brandishing a pair
of black chakrams. When asked to put them away,
the man complied, but made veiled, implied threats
upon my person.
I later saw him summoning a shadow into the city
while speaking with another merchant, the armorer
Shale Ravenwing, and then proceed to cast an area
of darkness over Mr. Ravenwing's stall. I couldn't
see into it, but it's presumed to be an attempt at
either intimidation or thievery.
He was accompanied by a half-celestial woman in a
pink dress, who displayed a similar skillset, casting
a shadowy spell over herself as well.
A sketch is attached to this report, showing a man
in pitch-black hooded robes, with magick crystals on
the chest, glowing blue and hanging from straps. The
man's eyes and the top of his nose are visible, and
the former are coloured in green.
A vague sketch of the half-celestial woman is present
as well, at least her outline and general silhouette.
Beneath her picture, Brynn's handwriting reads, 'She
was too far away and too obscured by the darkness
spells to get a good look.'
