He puts this new one to good use immediately, writing up a report to his superiors:

following the trail of a lost golem revealed something both fascinating and disturbing.
Mazey Meccoren reported a golem he build as lost but when it was found it clearly showed signs of self awareness and intelligence despite having not been imbued with this traits during its construction.
Questioning the man who bought the construct- a Mage called Agrippa (see appendix 2 for adresses)- and the construct itself revealed that the Scrolls of Memnur were involved in this process. See appendix 1 for the details of what the mage could share. I also saw that repeated reading of a scroll seemed to increase the constructs intelligence and self awareness.
As far as I know this occurence is rather unique, never before have the scrolls caused an incident like this.
Of course the golem is no longer classified as object but was granted full rights as a person immediately. Both parties involved in the trade have been informed of the legal consequences and the contract has been called void.
I also issued temporary papers confirming self awareness, witnessed and signedby two adventurers, myself and the golem itself.

I also suggest that we shall start with some investigations, inviting the construct to be examined more closely and also to check the scrolls involved. Perhaps the one that started it as special somehow- however the reading of a random scroll was enough to have an effect later on.
