I was pleased to hear of your faction's change of approach when dealing with the poor of the city. Shaking down those on low income in the hive did very little to further the cause of justice or to recover debts owed to the city, as the amounts owed by those in the hive were rather small. 

There is however another group that may be a more worthy target of our alliance's intentions.  It is common knowledge that many of the wealthy in the Lady's ward and employs a great many loopholes of dubious legality to avoid paying their full share of tax.  If your faction were able to audit these high profile tax evaders then my faction would be able to assist with the reclamation of debts and the enforcing of repayment just as we did in the hive.  In one swoop we would show that justice applies to everyone, rich or poor and we would do a great deal to swell the cities coffers with years of unclaimed tax.

It is my plan to raid the premises of and detain those in the lady's Ward who have so far eluded justice.  In order to do so I will require evidence that they have evaded paying their proper dues and taxes in order to obtain warrants for search and seizure.  I have already corresponded with a Fraternity judge on the matter and he has informed me that in order to obtain the correct warrants I would need to supply the following

legal writ that has been previously recorded and registered with the City, her courts or her legal offices. What I mean by this is that the debts you seek to investigate must be legally binding and signed debts owed to the city or the offices that serve her. They may be taxes, loans, fines or any matter of legally agreed to debts.

He cannot however use.

  debts agreed by word of mouth or by “dubious” or poorly created “after the fact” contracts supplied by any party.

As your faction has unrestricted accesses to the hall of records and everyone's assets as well as their tax returns I believe that you would be best place to provide such. Furthermore I would like to add should you be able to uncover any evidence that would suggest money laundering, such as large amounts of undeclared or concealed income the cause of justice would be further served.

With the warrants secured my own faction would be in a position to detain any suspects in the recently built debtors prison and your faction would be able to seize assets to cover the amounts outstanding.

Given the wealth and legal recourse of those who we will be investigating it would be necessary that discretion is used until such a time as evidence is procured.
