Recently whilst acompanying a Harmonium investigation I came across a group of refugees in the charge of one of the Harmonium's targets. Although the suspect was eventually detained we are left with the refugees. Whilst I apreciate that it may intially desierable to retirn the refugees to their home plane this is sadly not an option open to us as it has been destroyed. I would like to instead offer them shelter in Sigil until such a time as they can suport themselves. Given their association with a suspected anarchist this would allow us to moniter them for the time being and contain the potential spread of chaos. It is my hope that by passing this to you, you may forward my suggestion to the relevent parties as your position of seniority would add more weight to it.

While I can appreciate your concern for the wellbeing of these refugees, the Fraternity is simply not set up to deal with such situations. Our organization does not employ bureaus that see to the social aspects and caring of such people. We are a society of Law. We donÂ’t have the resources or the people in our employ to care for groups of people who find themselves facing difficult situations. We are stewards of the law; of the courtsÂ… we are not social workers.
That being said, I must advise you to distance yourself from the present situation and turn the matter over to the Harmonium. If, as you say, some of these members have anarchist connections, it can only cause your career damage to unwittingly help the Revolution by giving support and shelter to their members. Permit the Harmonium to do their jobs and investigate these people. They will contain them in secure shelters and investigate them properly. They will decide who can stay in this city and who must be expelled. Those they deem clear of Anarchist connections shall be released to the city and you can see to their wellbeing at your leisure as a private citizen. Those they deem a risk will be expelled to a Prime of their choosing or may approach the courts for appeal should they wish.
IÂ’m sure this isnÂ’t the reply you were expecting but it is the one I give in an official capacity. Therefore I cannot forward your request to the Bureau Chief as requested. Should you wish to do so, it is your right, but I expect a similar response from him as well.
If you wish to ensure a quick resolution, feel free to make request to the Harmonium to expediate the processing of these refugees. Whether they will or not is a matter for those you make the request to.

Caterina read the reply and sighed. It certainly wasn't the answer she was looking for. She had made a promise though and she was loathe to break her promises. She would have to think of something else.
After some sober second thought, I believe there is a way you can help these people after all, although there would be some risk assumed by you to do so.
Buried within the laws of immigration is a sub-section that entitles one to “sponser” immigrants or refugees for a specific period of time. Essentially any full citizen, under the permissions and backing of the courts, can assume “responsibility” for pending citizens, essentially fast-tracking their refugee process. You would ensure that for a predetermined period, these people would not become a drain upon Sigil’s resources or support systems, nor be a menace or threat to the people of the city. During this period, of which would be determined by the courts, you would oversee their stay. A small fund would be accessible to you to go towards their housing (albeit a minimal amount) but you (or they through employment) would be responsible for the remainder. This would remain in effect until the allotted time expired.
Should they break the conditions of the terms of this time, it would be you who would be responsible (in a non-criminal way) for any costs incurred by such actions.
Should this appeal to you, youÂ’d simply have to get them to agree to this and file the required documents. A court would oversee the file and rule on the particulars.
Thank you for taking the time to reconsider, however I have already taken your initial suggestion and appealed to the Harmonium who are keeping the refugees under observation. During this time the Harmonium will be caring for them. However after the time for observation has elapsed I will need to find some other means of securing their well being and your suggestion may be the best way of doing so.
