A set of blueprints are delivered to the Guvners for the Ace in the Hole, giving a full synopsis of the building and the plans for each room. Included in the plans is also a letter directed to Garen Seraph

Now the way I've been made to understand this, Garen, is that because of the fact that I was acquitted of any and all alleged crimes (due to my cooperation with the Harmonium in providing the locations of several supply caches belonging to the Cartel), these crimes may no longer be used against me, legally, for any reason. Indeed, from a legal standpoint, it is as though the charges never existed at all.

Thus, Garen Ol' Boy, you are (from my understanding) uncapable of enacting legal action against me or halting the process of my casino due to the fact that I am, legally, a law-abiding and thus protected citizen of Sigil. By all standpoints: I'm an innocent man.

If you insist on persisting in the interference of my legally-protected right to own and run a business I will be forced to file an injunction on the grounds of malicious prosecution, harassment, Slander, Libel, and general douche-baggery (if it's not a crime...it should be!!!)

I’m assuming you’re alluding to the supposed “Double Jeopardy” law. I am sorry to inform you that you have been erroneously misinformed by your “Lawyer buddy” and suggest you ask for your paid fees returned. You see, according to my files, on most of the alleged crimes we have suspected you of… you have never actually gone to trial. They simply had the matter, or subsequent investigation, dropped. Therefore, should this double jeopardy law actually matter… you were never tried and your liberty, or life, was never actually put into jeopardy to begin with. This nullifies any connection to the Double Jeopardy Claus as the investigations can still be reopened at any time… for any reason.

So I will take the rest of your letter, the parts that are written in a most childish and erratic manner, to be moot. I also suggest, in the future when dealing with the Fraternity, you do not overtly insult or threaten the Administrator responsible for your current case. It almost never makes things move faster.

After the letter is sent, Riths applications for permits are forwarded to the the Clerks Department, office 1-A, for processing. This particular office, being the ground level and front line for public matters, usually has walls of papers waiting to be processed by the entry level clerks. I imagine it would be some time (perhaps even years) before they actually got around to handling the forms(((Never insult the fraternity officer holding the stamp :blink: )))

As usual, the upper echelons do not provide any censure of the power being exercised by the lower ranks. Indeed, it would probably take a real public upset for any of them to pay attention and look up from their own private projects.

However, the old warrants for Rith do seem to have expired, so it is unlikely that Rith would be arrested unless a particularly alert Harmonium or other were to recognize him and recall previous misdeeds.

At the end of the day, a criminal is still a criminal regardless of time passed, but when dealing with planar travellers, its hard for even an organization as well structured as the Hardheads or Guvners to keep track of them all.
