Investigating The Scrolls

After talking to Harena Star of the Signers Hograth sends a report to his superiors:

My Lady,

I got a response from a Signer named Harena Star and she proved to be rather open to the idea of investigating the scrolls together and agreed to cooperate with us in this matter

As this matter is a threat to all of Sigil I find it important that the Factions cooperate in this matter to find a quick and decisive solution.

Ms. Star also requests a single scroll for the Signers to start their own research with and as a sign of good will I suggest we provide one of our own stock.
