Heavy fog was present. Visibility virtually nonexistent.
The Lower Ward revealed either the death or murder of a worker. Notary was already present. This took place on the steps of a building near the Hive Ward entrance. Proceeded with patrol to Lady's Ward and Bazaar after verifying we were not required to secure the scene of the incident. Partner was competent in his duties.

Report: A cult of goblinoid serial killers appear to be targeting elven woman from the Hive Ward, bringing them to a secret chamber in the Under Sigil where they appear to be tortured (or experimented upon) before vivisection and preparation for what appears to be a necromantic ritual.
At this time, there are at least fifteen victims. One of which was taken between the discovery of victim 14 and the return with a Loremaster to examine the scene.
Victim 15 was taken and slain somewhere between 2 hour and 1 hour 32 minutes to peak on the 3rd Void of the Pivot, 131 Ha.
Acting upon a suspicion, my fellow officer and I checked the Hive Ward entrance into the Under Sigil. There, we located the body of a woman who appeared to be elven at first glance. However, she is suspected of being half-elven. Evidence was collected and this Officer requests the professional services of Dr. Brindas Defeign to examine the remains and the blood to see if we can identify the individuals slain.

Addendum: The examination of the blood samples from the elven victims indicates they are High Elves, ruling out the possibility that they are from Toril Prime, but perhaps not other Harmonium regulated planes.
The victims do not appear to have been from any of the Wards in Sigil.
The half-elven victim in the Hive Ward appears to have been a victim of random violence and is not connected with this investigation.
Victims of the vivisectionist cult continue to mount.
On an unrelated note, a small fiend disguised as a child approached myself and Officer Minion with a scroll. The message is apparently for one Mover Chari from Lady Sixthfingers, requesting her presence at her earliest convenience. I was unaware the Harmonium delivered messages.
