As has no doubt already been reported, there was a fire today at the Satin Slipper establishment in the Lady's Ward, not too far away from our own headquarters. The full details of the investigation trail can be requested from Officer Chambers herself, but one part did jump out. The use of Alchemical Fire was confirmed during the investigation, and the possible source identified as a certain Warren, employed by the laboratory in the Lower Ward. I was with Officer Chambers as she questioned Warren, and it was revealed that he sold Alchemical Fire samples to a woman who showed a Mercykiller badge, claiming it was for a secret mission.
The description of this supposed Mercykiller is consistent with what a witness at the crime scene reported; a cloaked, pale and dark haired woman sneaking into a room, out of which she never walked out of. Instead, a black cloud seeped out, shortly before the fire caught and spread. The popular conclusion is this woman was a vampire, though at this point all of this is just a theory.
All of this means one of two things; either we have a rogue agent in our ranks, or someone stole a badge and is using it to commit terrorist attacks in our own home ward. Unless this IS some dark mission, in which case, it isn't dark any more (and really, what kind of dark operation involves burning buildings right outside our own base?)
Please advise on a course of action.

Keep me informed of any new developments. Try to find the details about what badge that is so we can narrow it down to rank. After receiving the response, Dace goes through his list of names he took down at the crime scene. Through the day, one by one, he goes to each one, getting another account of the story from their views. He takes particular interest in any account of the cloaked woman, and if mention of her being a Mercykiller is brought up, he'd try to get more specifics on the badge shown as ordered. Along with the witnesses, he'd pay a visit to the alchemist, making the same inquiries.

Upon questioning the witnesses again, Dace gets more or less the same information he did the first time around. Only Pearl, the earth genasi, even remembers seeing the cloaked woman at the Satin Slipper, and her description of the woman has not gotten any more specific with time.
Andrea Alican, the owner, is drunk when Dace arrives to question her. He gets nothing beyond a long complaint about how no one will give her the money to rebuild her restaurant, and how the Guvners are corrupt and just "stomp on the little guy".
Walter Helder, the alchemist, is a little more helpful. He says that he remembers the cloaked Mercykiller woman being about five and a half feet tall, with short black hair, a bad Cager accent (as in, probably faked), and very pale skin. He thinks her badge was that of a namer, but he's not really sure. He also remarks that the Triad must really care about that restaurant, because he received a visit from a Harmonium officer "earlier today".
