A notice is sent to the current Factors within the Prison

It has come to my attention that Godsmen Factor Kala Ta'kan intends to introduce a motion within the Hall of Speakers that will limit the Triad's ability to secure another faction's property during a state of emergency. If this motion is passed, it will prohibit the Triad of Law from entering the properties without the faction's permission. This is a risky motion as this means that the Triad will not be able to contain new threats within the city and will cause a number of areas within the city to become 'law-free zones' which will promote lawlessness and provide a safe haven for criminals that are members of a faction outside the Triad.

Judge Garen is proposing a second option, to which I would like everyone's support. In order of the Triad to enter another faction's territory, the Harmonium will require a warrant from the Fraternity. This will keep the Harmonium from being able to enter another faction's territory without lawful permission. I believe this is a move in the proper direction. Please inform me if I can count on your support within the Hall.
