"To Harmonium Senior Officers:
A small band of Harmonium Guards were discovered rounding up members of the Independent and Xaos factions in the Hive district. These members were then executed without trial. Myself along with a group of concerned citizens confronted these guards and subdued them. They claimed to be cleaning up the "trash" of Sigil and acting without orders from their superiors. The guards were then escorted to the Harmonium barracks where I hope they will be tried and judged appropriately for their actions.
During my brief time in Sigil, I've noticed a distressing attitude among the citizens here regarding the Harmonium. Too many feel that they are not to be trusted. Given the actions of the group met today, their response may be reasonable. I hope that the Harmonium can do a better job of weeding out corruption in their ranks and encouraging its members to follow the law regardless of their personal opinions.
