The way it's supposed to work:
Dodge
Dex
WIS*
CHA*
Ehancement from shields/armor
Dodge-esque feats
Deflection
*If they add to AC (Monk/Sand Halo, Nymph/Divine Shield)

Pretty much anything except raw shield/armor bonus, and natural armor.

I'm fairly certain this isn't the case. Even without enhancement factoring in, a 37 to hit my touch on a particular character isn't enough (Doomdreamer is bane to logic anyway :P)

Any chance this can be examined to see what's actually factoring into touch AC?

that's from pnp or nwn2 own settings? always understood even the magical bonus of armor and shield dont work.

i think bonus from combat expertise work a gainst it too . maybe luck of heroes bonus as well?

So dex-based characters can probably expect about 35 touch AC, while full-plated ones can expect about 24. A wizard might reach about 20 ab for touch attacks, 24 if you include things like Heroism, Greater, so they have a very good chance to land a touch attack against a fighter in full plate, but not so great a chance of hitting a rogue. A cleric, on the other hand, can just grant themselves 30 bab and land a touch attack against anyone 95% of the time. This is because clerics are overpowered and Divine Power should be removed from the game, but that's a conversation for another thread -.^

So it looks like Wisdom isn't being added to touch ac. That alone would make up the difference.

Whether or not a certain touch attack roll would ever have landed a hit on my character. If wisdom isn't being applied, that would be the difference between a hit or miss.

If you're just talking about RPing touch attacks, I think it's fair to add the wisdom bonus where relevant. In terms of gameplay, I don't know how easy it would be to change the functionality of touch attacks or even if it would be fair to do so from a balance point of view. Either way, RP-wise, it seems the effect should apply.
Player's Handbook wrote:AC Bonus (Ex): A monk is highly trained at dodging blows, and she has a sixth sense that lets her avoid even unanticipated attacks. When unarmored and unencumbered, the monk adds her Wisdom bonus (if any) to her AC. In addition, a monk gains a +1 bonus to AC at 5th level. This bonus increases by 1 for every five monk levels thereafter (+2 at 10th, +3 at 15th, and +4 at 20th level). These bonuses to AC apply even against touch attacks or when the monk is flat-footed. She loses these bonuses when she is immobilized or helpless, when she wears any armor, when she carries a shield, or when she carries a medium or heavy load.
Halo of Sand is apparently meant to provide a much smaller bonus (deflection) than it does, but it doesn't on this server since it's filling in for monk levels on a druid. It should probably be assumed that it would add to touch AC, since whether it's monk-like or deflection, they both get added.
