Barbarian 30, use slings for strength damage boost from rage.
Arcane Archer's are casters... Being pathetic at casting doesn't change the fact. >_>
Well, the primary question lies in, what sort of elf elf are you plannign to make?
A bard, a ranger, or just the cynical generic elven fighter? Arcane archers can cut it, so you got that little bit of freedom of choice to go to the direction you want yourself.

Hmm... perhaps fighter 12/assassin 9 (/10)/arcane archer 7/bard(/sorcerer/wizard) 2 (/1)
Or skipping entire Arcane Archer and going for ranger 21/assassin 9...
If wanting non-evil instead, then I'd still suggest trying to get HiPS way or another, since archers can be really difficult without. Damage is another thing that'll be difficult to boost up, so either you'll need classes that boosts up damage (such as clerics or some such with divine might or buffs, sneak attacks, death attack, rangers bane of enemies etc.)
For archer I've thought about the first one myself, won't say it's suberb or anything since archers are kinda doomed for mediocrity most of times, but with right playing style it should do the trick.

Did some editing, nothing major, but there is a link.
Edit: to the previous post, and I suppose I also now edited this one.

Considering this and what works and doesn't work in Sigil, something came to mind although I'd have to work at figuring the exact specifications for the build. However, I've held true to the topic name and assumed that the ten levels of AA are a must. Wild elf would work best with this. I'm also avoiding the cheesiness of taking one level of shadowdancer for HiPS, although that could be swapped for several levels of bard. I offer two alternates of combined levels.
Bard: because you're taking limited levels of an arcane casting class, bardic inspirations seem like a more useful thing to have in your back pocket than a handful of spells, espeically when you'll get spells as a Ranger.
Arcane Archer
Ranger: Simply to get the archery feats, and the ranger path meshes more nicely with the rest of this build, as well as giving nice outdoor bonuses and an animal companion
Option 1: Ranger13, Bard7, AA10
This build gives better inspirations (defense and regeneration) and a few specialist songs.
Option 2: Ranger17, Bard3, AA10
This build still gives the base inspirations, as well as adding the Ranger's outdoor HiPS (combined with Camoflage, you'll be able to HiPS while maintaining full movement speed outdoors) and an improved set of Ranger spells in exchange for the bardic ones. Also, the Ranger spell Camoflage and the right armor will boost your Hide skill up to ridiculous levels as soon as you hit that sixth level of Ranger. Tracking and increased movement from Ranger are also fantastic features to have.

Ahem, the "outdoors" refer to maps that have been set as "Exterior".

If you are still planning on making a Wild Elf, go for one level of sorcerer.
