I hope this letter finds you in good health. Unfortunately this is not a social note, although I believe it has been too long since our last fishing trip to the Brux. I am writing to you in regards to a Notary under your command, one Lexus Bourvine.

Several complaints were brought to my attention from a ranking Justicar of the Mercykillers, via informal means. The intent was to keep this an informal matter and off the desk of the Movers so we could settle the affair as we see fit. IÂ’ll give you a rundown of the concerns brought forth and you can act on them as you choose.

Several times, the Notary has been seen attempting to arrest or detain people in the market. While this is not behavior we wish to reduce too much, what is troubling is his constant use of the term “punishment”. He constantly, and consistently, threatens to arrest and hold prisoners for a specific period of time as punishment for their crimes. I’m not sure where the Notary last served (if anywhere) but he needs to be made aware of our obligations to the Triad. He can neither judge nor punish anyone in this city. I’m not certain he is completely aware of this but perhaps proper retraining on Arcadia might remedy it.

His public distain for the other factions of the Triad must also be brought into the conversation. He has a complete lack of respect for those allied to our Faction. Threatening to detain members of the Triad (quite belligerently and hostile while doing it) as they attempt to either aid or advise him during the course of his attempted arrests.  Open insults and threats against our allies in the public Market cannot be dismissed. Now I don’t suggest that the man be forced to agree with, or to even like, the Mercykillers or the Fraternity but he must learn to maintain a level of respect towards them while in public. To do otherwise brings embarrassment and unwanted disrespect to his unit, his commanding officers and the Harmonium in general. He doesn’t have to be friendly… only respectful. Again, perhaps retraining on Arcadia will remedy this.

It has been suggested by others who watch over the Market on their patrols that it might be a good idea to remove his duties in the territory of the great bazaar for a period of time until these issues are resolved. This is, ultimately, for the good of the alliance of the Triad. His current behavior is flaring hostilities between the Mercykillers, the Fraternity and the HarmoniumÂ… and putting on an unwanted show for the general public as well.

How you deal with the Notary is up to you. Whether you deal with it personally or elevate it to the Mover in charge of your company is up to you. I have no authority (other than basic rank) over the man so can do little in regards to his duties and training.

Please keep in touch on both this subject and any planned downtime you have in the future. I hear the trout are biting and Khazeet has a sale on personal  travel flasks of ale.

I thank you for your report. Other complaints were brought forward in official and unofficial ways concerning Notary Lexus Bourvine and so I have found him a spot in the next training contingent heading to Arcadia.

While he is an able soldier he is in need of guidance, a problem many of our most eager members have.
Still we believe that by embracing our philosophy and ideals and also learning about the procedures and ways the Triad works in Sigil they can be forged into a valuable addition to our cause..

As this training contingent will be lead by Notary IV Dilva I will have some time to spend on R&R. I found a nice cottage near the clearwater cataracts and the beverages our host brews fit well with the trout and salmon we will catch in the river. Perhaps you find some time to join me.
